New coordination structures will be developed and adopted at national & regional levels. The mechanism includes four components:

v the Partnership Committee,

v Partnership Forum,

v Self-Coordinating Entities (sectaries) and

v Global Fund.

These are intended to provide formal and representative coordination and information sharing fora for all stakeholders in the national response with the goal of strengthening the overall coordination by Somaliland National AIDS Commission.

4.7.1 The Partnership Committee is the working group. It is made up of representatives of self-coordinating entities (sectaries). The Partnership Committee meets monthly and feeds into both the Partnership Forum and the self-coordinating entities. Somaliland National AIDS Commission chairs it.

4.7.2 The Self-Coordinating Entities are fora for institutions clustered into:

Government line ministries; Local Councils; UN and Bilateral partners;

Networks of PLWHA; Private sector; International NGOs; National NGOs; Faith Based Organizations; and Media.

4.7.3 The Partnership Forum is a bigger forum, comprising of all members of the self coordinating entities. The Partnership Forum meets once annually. The Partnership Forum meet during the National AIDS Conferences.

4.7.4 The role of the Global Fund is to cover operational costs of the Partnership Committee, Self Coordinating Entities and Forum and any urgent and critical tasks that need quick national response yet not budgeted for elsewhere. Contributions to it are from Global Fund & partners and managed by UNICEF.
